Second, you can get a template from a template site for practically nothing. Third, you can use your web hosting (if they offer it and many do) company's easy web site building template software to make a site in usually under an hour (sometimes in 15 minutes).
So you have to decide on a few things first. Do you really care if your site is a template that possibly thousands of others are using? If not, then either go to your hosting company (if they offer it) and build an easy 1-2-3 website or go to a website that offers templates for cheap. This is the cheapest (sometiems free) way to get your site designed.

You should decide now if your site needs any video, music, or animation before you find a web site designer.
- Do you need any databases?
Does your web site need any databases that would collect information and/or show it on the site for other peopel to use or see? You may have stats, lists, polls, customer or consumer data fields. This would require a database and unless you know code, you would need someone to do thius.
- Will you be selling anything online?
You should figure out if you will sell anything online or not now. This will help you solve the problem and not have it come up later. If you are selling items, you may want or need a merchanat account from a bank or use a third party to take credit card orders like PayPal, ccbill.com, or NetBilling.com.
